Historic Appointment Signals New Era in Houston Fire Safety Leadership
Chief Spann steps into her role with three decades of distinguished service at HFD. Her appointment represents a watershed moment for diversity in Houston’s emergency services.
Mayor John Whitmire praised the appointment, stating, “The appointment of Chief Spann as the City of Houston’s first Black woman fire marshal demonstrates my commitment to diversity and sends a strong message to all Houstonians that we recognize leadership and experience.”
Trailblazing Career Path Sets Foundation for Leadership Role
Spann’s journey began in 1994 when she joined the Houston Fire Department. Subsequently, she broke barriers in 2000 as HFD’s first Black woman engineer operator.
“This is a proud day for me and my family. I’m thrilled to continue serving this city that I love,” Spann shared with Houston Style Magazine.
Educational Excellence and Professional Expertise Shape New Role
Her impressive credentials include an Executive Master of Public Administration from Texas Southern University. Additionally, Spann holds the prestigious Master Fire Inspector certification.
Fire Chief Thomas Muñoz emphasized her qualifications, noting, “Chief Spann’s depth of experience and proven leadership make her an invaluable asset to this city.”
Expanding Responsibilities in Public Safety
In her new position, Spann will oversee crucial departments including the Life Safety and Arson Bureaus. Her responsibilities encompass code enforcement, inspections, preventative initiatives, and fire investigations.
The appointment aligns with Mayor Whitmire’s directive to ensure the right leadership protects Houston’s citizens and supports its firefighters.
